Who or what determines truth?

It is obvious that humans do not determine truth. Once upon a time many of us thought the world was flat, but it wasn't (& still isn't). Likewise all c. 6 billion of us could say that 2+2=5, but we would all be wrong. So if humans don't determine truth, from where, who, or what, does it come?
