Why doesn't RNA polymerase isolated from a bacterium bind to a eukaryotic promoter?

perhaps it is because RNA polymerase production needs to come from the organism because enzymes are coded in the organism and undergo transcription and translation. RNA polymerase only creates RNA and mRNA, its not really an activator, the nucleus determines the action of the sequence of the transcriptionn.
