HOW DO I GET EMANCIPATED IN THE STATE OF WEST VIRGINIA AT 16?

Could someone please help me, i pretty much know everything about getting emancipated because i have been doin some research for a few months...but i need to get a form asap for emancipation...i am wanting to start the petition within the next month or so. Could someone please tell me how to get a form? I cannot get one from school seeing as how it is summer time, and i dont have a way into the capitol city which is the closest area that provides them. I also need to know the steps i would take when filing the petition? Can my mother fight me on this? She has sole custody of me, and my father won't sign for me to get emancipated if i asked him. I am currently searching for a job and am about to leave my mother's. I have two different friends that i can stay with, one being 18 and one being 16. Please help!!!
